This preprint presents the L(6+7) Observer Gate as a constrained realization operator for entropy-weighted admissible histories. The observer gate is formulated as a bounded projection-selection layer that maps admissible histories to realized records only after projection, self-view, response compatibility, no-signaling, returnability, and safety gates are evaluated. The paper treats the construction as a constrained physical extension candidate inside the L(6+7) framework, preserving the ΛCDM passive limit and standard no-signaling boundaries. It does not claim a final detection of observer physics, a replacement of standard cosmology or quantum theory, a proof of consciousness, or a controllable signal channel. The manuscript reports the result as a falsifiable theoretical and data-facing framework with declared external validation gates, including independent reproduction, full-likelihood follow-up, and physics review.
