It focuses on clarifying the conceptual boundaries, mutual relations, identification criteria, and case-based use of three key concepts: the pre-cognitive modulation layer, low-update stable state, and action inhibition effect. The manuscript argues that the pre-cognitive modulation layer operates before explicit evaluation and mainly affects information visibility, candidate accessibility, and the threshold for initiating evaluation. Low-update stable state describes a condition in which behavior continues to operate while the updating mechanism becomes dulled, summarized as “operation with little updating.” Action inhibition effect describes a condition in which problem awareness and explicit evaluation remain active, but evaluation is difficult to translate into stable action, summarized as “evaluation with difficult action.” The manuscript further clarifies that pre-cognitive modulation is an upstream input-gating mechanism, whereas low-update stable state and action inhibition effect are downstream operating states that are often confused in case analysis. Through conceptual comparison tables, distinctions from adjacent concepts, and two demonstration cases, the manuscript shows how these concepts can be used to analyze recurrent, suboptimal yet maintainable behavioral patterns involving update blockage or difficulty in action transformation.
