This paper systematically elaborates the core mechanism of the global angular momentum conservation theory — the Vacuum Neutralization Surface. Taking the zero conservation of total global angular momentum in a closed cosmic system as the sole first principle, it rigorously proves mathematically and physically that the vacuum medium itself must exist as the global angular momentum balance surface. All "apparent angular momentum deviations" generated by local processes are precisely neutralized by the global circulation recoil of the vacuum medium. This paper summarizes 17 independent experimental/observational evidences, among which 3 directly prove that the vacuum can carry angular momentum, and 14 have found angular momentum anomalies unexplainable by the Standard Model, all pointing to the existence of the Vacuum Neutralization Surface mechanism. This mechanism explains all angular momentum anomaly phenomena from microscopic particle decay to macroscopic galaxy rotation with a single principle, without introducing any additional particles, forces or dimensions, providing a unified solution to the core problems of modern physics.
