Paper XIII of the ATMAN v5. 0 series. A sequential three-step inclination sweep varying each perturber's inclination independently while monitoring the invariable plane constraint (|iinv−iobs|<0. 5°), the Kuiper Cliff depletion proxy Ddep, and the Sedna perihelion change ΔqSedna. The optimal solution is iSolB=2°, iErebo=30°, iP3=0°, yielding iinv=1. 999° (Δiinv=0. 425°, consistent with observed) and Ddep=0. 660. A critical degeneracy emerges: at iP3=0°, the Kozai-Lidov resonance that lifts Sedna's perihelion is suppressed (ΔqSedna=−3. 37au). The degeneracy is interpreted through ATMAN COSMOS v1. 0, which provides a cosmological timescale resolution via the T90∝τ0^α scaling law.
