This working paper introduces the CHRO Operating System, a five-layer framework constructed from 30 years of practitioner experience across MedTech, private banking, and international retail banking. The framework argues that the CHRO's mandate is not functional leadership of the HR department but the architectural design of the systems through which organizational strategy either becomes behavior - or quietly disappears. The five layers are: Strategy Core, Organizational Architecture, Behavioral Design, Execution Systems, and Adaptive Feedback Loop. The paper situates each layer within relevant scholarship including Schein's organizational culture model, Edmondson's structural account of psychological safety, and the McKinsey Organizational Health framework.
