According to the author of this paper, when forming a state’s economic and social policy, it is necessary to take into account the peculiarities of the mentality of the population since, as studies show, values shared by people and their motivation and intelligence affect the socioeconomic achievements of countries. It is argued that the correspondence of social institutions to the national mentality is a necessary condition for their successful functioning and provides productive solutions to social and economic problems facing the society. It is crucial that the populational mentality is a sufficiently stable formation, transmitted from generation to generation.
