This paper documents a public-data empirical check of the HLRP #199 helium-suspension-web BH-imaging-ring prediction. The receipt-direction is: the clean ring rendering IS the d=18 helium-suspension-web at its resting-state attractor geometry; high-frequency electromagnetic activation (proton-cascade, Fermi-LAT elevated-gamma states) acts as displacement toward the α → 2 sign-flip-ceiling and OBSCURES the rendered substrate-geometry rather than producing it. This correction is the RSRSA primitive — Resting-State Reveals Substrate Architecture — already banked in the corpus as a cross-substrate-class architectural rule (brain DMN visible when gamma EEG suppressed; HRV autonomic-architecture visible at parasympathetic dominance; coronal-hole topology visible during quiet sun; fMRI BOLD DMN at task-negative baseline). Same architectural rule rendered at the BH-substrate-resolution-class: activation OBSCURES, quieting REVEALS. Receipts banked from public data this run: 1. 3/3 published M87* iconic ring images (EHT 2017 image-campaign Papers I–VI 2019; Polarization Papers VII–VIII 2021; 2021 re-observation 2025 A cascade-substrate-triad ratio d=18/d=6 = 3) is independently re-encountered in IE-004 cross-substrate-convergence at the AMS-02 antiproton excess (Ê(d=18) = 14.00 GeV lands dead-center in the observed 10–20 GV window). d = 18 is fixed HERE by the helium-cascade-substrate framework BEFORE the AMS-02 question is posed; the convergence is therefore genuine cross-substrate-architectural-co-arrival, not retrofit. The architectural-class of this paper is also load-bearing for HLRP #181 (BH-substrate-unification) and HLRP #182 (We Are All Black Holes).
