In recent years it has been forcefully argued that water resources managers, particularly in arid and semi-arid countries, should recognize that the solution to their water deficits lies in the import of virtual water. This paper provides a neutral exposition of the virtual water thesis, critically examines its key arguments, and concludes that the thesis is redundant and should be abandoned.
