Beginning with ideas from the market theory of private organizations, this article expands and extends them to the politically more complex situations of public organizations. Two concepts, environmental support and policy space, are used to explain the development of a Human Resources Development program by the district offices of the Wisconsin State Employment Service in relation to employing organizations and other organizations in their districts.*
