Desk Based Assessment and Heritage Assessment The construction of the new building has been determined to cause impact upon the setting of the adjacent Conservation Area and the designated assets in the local environs external to the Site boundary. However, the proposal looks to enhance and contribute towards the setting of the heritage assets through the implementation of a structure with more architectural cohesiveness to the St Paul's district. The demolition of All Saints House and replacement with a more aesthetically-fitting structure will create greater inter-visibility with Brunswick Square and other associated buildings of Mid-Georgian architecture, which may in turn extend the coherency of the central cityscape landscaping beyond the character areas. The Portland and Brunswick Square Conservation Area is chiefly defined by Georgian terraced buildings and lone-standing Victorian structures. Despite some variation in age and type of cityscape on the northern fringes, buildings are generally of a consistent scale, with a vertical emphasis. As such, any effort to create a more cohesive aesthetic within the Conservation Area is welcome, even given the demolition of All Saints House. The building works associated with the proposed development may have a negative impact on the Grade II listed buildings of 9, All Saints Road and 11, All Saints Road and the local environs in terms of noise, dust and vibrations, and these works will temporarily alter the way in which the assets would be experienced visually and environmentally.
