The concern in rural development for redistribution with growth provided the rationale for an investigation of the non-adoption of innovations. Previous studies of farmers have emphasized lack of information and individual conservatism as possible reasons for the failure to adopt improved farm technology. However, evidence from a study of farmers in Karnataka, India, who had failed to adopt a new variety of high-yielding maize revealed that political economy considerations of access to resources were more important in discriminating the non-adopters from adopters.
