2002 is already experiencing monumental turbulence in the form of the euphemism ‘shifting the power to frontline clinicians’. It sounds good, almost seductive, but the present reality is proving to be distinctly uncomfortable to managers and clinicians. While we are expecting a significant number of new PCTs in England in April, we are also seeing the demise of health authorities and NHS regional offices. In their place will be strategic health authorities (SHAS) and four health and social care government offices.
