In recent years, the Russian oblast of Kaliningrad on the southern shores of the Baltic Sea has received increasing scholarly attention and, more importantly, has come to be of concern to the European Commission. Although small in terms of geography and population, Kaliningrad is assuming increasing salience as a result of the ongoing process of European Union (EU) enlargement. With the next round of enlargement set to include both Lithuania and Poland in 2004, Kaliningrad will become a geographical enclave within the EU. As a result of this geographical location, Kaliningrad will be considerably influenced by the policies of the EU as well as those of Moscow.
