This paper reframes the Venus branch of General Coherence Field Theory (GCFT) away from any claim that Venus changes time. Version 2 completes the derivations for the two leading rows and resolves the discriminator gate. The closed routes are quantified: a planetary scalar monopole violates Earth/ISS clock quietness by 7. 5×10¹⁴; low-order multipoles require lₘin ≥ 562 at ISS altitude to survive; the kink-tail coupling is absent at interplanetary distance (e^ (−r/λ) ≡ 0, λ = 3. 21 nm) ; and a scalar BF F_μν F^μν layer leaves nₑff = 1 at leading geometric-optics order, since εₑff = BF and μₑff = 1/BF cancel exactly even in a neutral dielectric. VENUS₀6 (ionosphere, 120–250 km) is frozen. The BF-plasma coupling gives δt ≈ −εBF·tₚlasma with corridor εBF ∈ 10⁻⁸, 10⁻⁷. The frequency scaling is degenerate with TEC (f⁻²), so the discriminator is purely spatial: a Gaussian shell at h = 120 km, Δ = 5 km, appearing as a localized residual after smooth Abel-inverted ionosphere removal. Per-occultation signal ~10⁻¹³ s against ~10⁻¹² s VeRa precision; promotion requires coherent stacking of ~100 of the ~200–300 archival dual-band occultations. Template predeclared; pipeline frozen; archival access initiated. VENUS₀3 (stability transition, 50–55 km) is demoted. A new mechanism is identified — coherence-field coupling to the fine-structure constant (δα/α = k_α·δΞ/Ξ₀) shifts neutral CO₂ refractivity non-dispersively (G (f) = 1), the correct discriminator against the plasma row. But the entropy-current coupling κΞ is bounded by Earth clock quietness at κΞ ≤ 1. 4×10⁻¹² m·s, forcing δt ≲ 3. 5×10⁻²⁴ s — twelve orders below VeRa precision. Examined enhancement routes do not close the gap. The row moves from UNDERDERIVED to AMPLITUDEINSUFFICIENT: derived, real mechanism, too small. The boundary theorem holds throughout: Earth local clock silence is passed before any Venus row is admitted. No data claim is made.
