Bureaucratic responsiveness and responsibility are fundamental and important problems facing modern democracies. In this article the authors examine the extent to which citizen participation in making bureaucratic decisions can enhance bureaucratic responsibility. They conclude that the basic premises of bureaucratic decision-making affect the bureaucrats' acceptance of citizen participation. In the light of these premises they analyze the "citizen resources" and environmental conditions favoring effective citizen participation and conjecture that the affluent and those possessing expertise will have disproportionate influence.
