This paper fixes reading within the second system of Kasei-Theory. Reading is not introduced as operation, cognition, interpretation, observation, access, or subject-act. The second system does not begin from world-formation, emergence, activation, or the formation of objects, subjects, meanings, or physical entities. Reading does not overcome Kagen. It does not remove the peripheral limit, restore fulfilled readability, or convert Kagen into world. Reading is fixed only as the first local readability condition under which limits fixed as Kagen become readable as reading without operation. This paper fixes reading as a constrained local readability condition within configurational maintainability. Reading does not operate upon configuration, assign meaning, establish a subject, secure access, or found observation. No subject is presupposed. No cognition is introduced. No interpretation is introduced. No observation is established. No access is secured. No ontology, causality, or temporality is restored.
