This paper treats time in VBRC as a synchronization and readout interface, not as a primitive universally readable variable. Under the Internal Invisibility Principle, unread content provides neither a transparent clock nor an inverse summary map for the retained law. IIP is therefore used here as a no-reversal obstruction: a retained-level reversal that requires reconstructing raw unread content from a licensed summary is not admissible unless an additional recovery gate is declared. Part VIII studies a time-readout instance declared on the principal cone of an R3 retained law. The inherited structure is the licensed-summary discipline: unread content enters only through a protocol-licensed summary footprint. On an R2-selected background, the R3 retained equation supplies the principal characteristic cone. Under the single-cone Laplace-principal gate, the summary footprint is lower-order or non-principal, so the time readout is taken from the retained principal cone. Special-relativistic, quantum-mechanical, and Hamilton-Jacobi time formulas are recorded only as compatibility readouts of this synchronization instance. Thus Part VIII does not claim that IIP directly generates time or the arrow of time. It identifies the admissible time interface of a retained law under partial readout and the obstruction to reversing through an unread summary.
