This paper presents the foundational ontology of the Q framework, a speculative physics model derived from the perspective that mass is intrinsically a frequency — specifically the Compton frequency — rather than a resistance to inertial change. From this substitution, the gravitational constant G resolves to a fundamental spacetime unit Q with dimensions L³/T. The speed of light emerges as a derived geometric limit rather than a primitive constant. Metrology collapses to length and time, with charge dimensionality speculatively resolved as L²/T³. Minkowski space is reframed as a cartography of velocities, preserving compatibility with existing effective theory derivations while grounding c as a sequence limit rather than a dimensional conversion factor. The Equivalence Principle is derived dimensionally rather than posited. Twelve heuristic rules emerged from the derivations and form the working axiomatic backbone of the framework.
