One axiom. One operation. Zero free parameters. Heisenberg’s uncertainty principle is taught as a mystical fuzziness set by Planck’s constant. This paper shows it is a counting relation. Position and frequency (momentum) are conjugate views of one fold state living on N = 2ᵏ cells, and the product of their supports is the fixed total count: sₚosition × sfrequency = N (worked at k=3 as 2×4 = 8). Squeeze the state into fewer position cells and it must spread over more frequency cells, because their product is pinned at N. There is no continuum being blurred and no ℏ inserted as a primitive — the bound is conservation of a discrete count, the same N that counts the tower rungs and branch weights. Uncertainty is not vagueness; it is the fold unable to make a count smaller than its total. Machine-checked; reproduces from one command.
