Standard Newtonian mechanics fails to describe non-Keplerian rotation curves in galactic peripheries, a tension typically resolved by the dark matter hypothesis. This paper presents an alternative framework within the Dynamic Vacuum Theory (DVT), reconstructing classical mechanics by modeling space as a physical, zero-viscosity, and incompressible superfluid medium. We introduce a modified velocity formulation, VDVT (r), which treats galactic rotation as a synchronized hydrodynamic vortex stabilization process. By utilizing the universal vacuum constant (chiᵥ = 2/pi * G), this model resolves the missing mass anomaly using empirical Gaia DR3 survey data, demonstrating that flat rotation curves are a natural consequence of vacuum fluid dynamics rather than non-baryonic matter.
