This paper defines a receiver-relative neural signal operator that tracks departures in phase, amplitude, duration, and spatial propagation from a strictly past baseline. It reports a frozen development analysis of a public mouse visual-system dataset. The tested feature set underperformed a capacity-matched raw-only model in all fourteen eligible development sessions. Matched controls showed that timing, declared direction, and amplitude-duration structure retained limited predictive information, while the configured phase components were the immediate redesign target. The original protocol is closed at this adverse result, and five untouched sessions are preserved for a separately named and prospectively frozen successor.
