We present Horizon-Generator Cosmology (HGC), a quantitative framework addressing cosmological initial conditions through horizon-mediated spacetime initialization. We introduce the critical horizon stability parameter Σ with threshold Σcrit ≈ 0. 1–0. 3, derive testable predictions for Hawking radiation correlations, establish rigorous quasi-local energy accounting, and constrain viable parent masses to Mₚarent > 10¹3 g. The framework provides concrete targets for quantum gravity theories while remaining compatible with inflation and standard cosmology.
