The derivation proceeds in three stages: First, phase quantization compactifies momentum space to Z³ and position space to T³ via Pontryagin duality. Second, the classical vacuum admittance is identified with the volume of the moduli space of flat U (1) connections on T³ modulo charge conjugation, resulting in the term 4pi³. Third, one-loop quantum corrections from discrete mode sectors contribute pi² from the linear sector and pi from the surface sector. The sum 4pi³ + pi² + pi represents the total vacuum admittance at zero momentum transfer, requiring no free parameters or mass scales. Furthermore, by identifying the pi² component as the total budget for dynamical vacuum polarization, the framework yields a constrained running curve that matches historical collider data from TRISTAN, LEP1, and LEP2 within experimental uncertainties. This decomposition predicts a strict topological floor of alpha-1 >= 4pi³ + pi = 127. 167, providing a falsifiable signature for future colliders in the 250-380 GeV range.
