The Fine Structure Constant (alpha^-1 approx 137. 036) determines the strength of the electromagnetic interaction, yet its value remains one of the deepest mysteries of the Standard Model. We propose that alpha is not an arbitrary parameter, but the Normalized Geometric Impedance of the spacetime manifold encountered by a flux line traversing the dimensional architecture. By adopting the framework of Topological Quantum Field Theory (TQFT), we postulate that the vacuum impedance is the sum of the geometric invariants of the sub-manifolds involved in the dimensional cascade. We perform the calculation at the Self-Dual Radius of String Theory (R=1 in natural units), where geometric quantities become commensurable. Crucially, we justify the unitary coefficients of the summation via the quantization of Chern-Simons levels (k is an integer), identifying the physical vacuum with the lowest-energy topological ground state (k=1). This yields an analytical derivation alpha^-1 approx 4pi³ + pi² + pi, which matches the CODATA 2022 value to within 0. 0002%. We derive the bulk term 4pi³ not as an arbitrary choice, but as the effective half-volume of the fundamental 3-torus shared between two symmetry-breaking branes. We interpret the residual discrepancy as the result of local vacuum polarization, suggesting that the baseline value of electromagnetism is fixed by the topology of the emergent spacetime.
