This work presents the Invariant Temporal Ordering Framework (ITOF), in which time is interpreted as an invariant ordering of physical states rather than as a dynamical variable. Observable rate variation is attributed to system-dependent physical processes, while temporal ordering remains invariant. The framework preserves agreement with established empirical observations while providing a structured reinterpretation of temporal phenomena.
