We present a prediction of the neutrino mass spectrum and mass hierarchy derived from zerodimensionless free parameters. The spacetime dimension 𝐷 = 4 is not a postulate — it is theunique integer satisfying a self-consistency condition on perceivable degrees of freedom: therank of the emergent gauge group must equal 𝐷 itself. This forces 𝐷 = 4 as a theorem. Fromthis uniquely determined 𝐷, we construct a discrete lattice 𝐿 = ℤ/6ℤ × ℤ/7ℤ whose primefactorization uniquely determines the Standard Model gauge group SU(3) × SU(2) × U(1), allsix ΛCDMcosmological parameters, and the complete neutrino mass spectrum. Every derivationstep is machine-verified in Lean 4. The dimensionless predictions of the framework — includingthe splitting ratio Δ𝑚231/Δ𝑚221 = 100/3 — are unit-independent.
