Political Stability is achieved by Legal and Constitutional Framework of basic principles and various political and social conflicts, to achieve constancy, continuity and integration within constitution institution. To by the system is in continuous movement and interacts regularly. Therefore most modern constitution stipulate internal mechanisms and means, to achieve stability and maintaining the shape of the state and its national constants. The most important of the these means and mechanism is the characteristic of stagnation, and constitutional restrictions by making it difficult, complicating and prohibiting some constitutional texts or topics from being amended their establish. And because religion is on the basic components of building national identity, Constitutions established restriction and guarantees to protect religion. It was considered one of the constants that cannot by changed or subject to any amendment. And after the issuance of the constitution of the Iraq in 2005, and consolidation the federal form, had a positive impact on the especially related, to form of the state, and respect for its identity in Iraqi society, which has a diverse composition.
