The evaluation framework sets out the guide for conducting the Implementation Evaluation of IJS covering the period 2010/11 to 2015/16. Ideally the framework for evaluations for such programmes should be developed at the outset of the programme and allow for the fine-tuning of objectives, the inclusion of indicators for success and guidance on what data to collect (Quainoo, 2010). This implementation evaluation framework is informed by: ��� Local and international best practice in the evaluation of such programmes; ��� International benchmarks as drawn from an extensive literature review undertaken as the first component of this study; ��� The review of available documented information on the establishment and functioning of the IJS; ��� Alignment of the design to the specific objectives as outlined in the IJS Study Terms of Reference; ��� Pragmatic considerations of availability of data, the costs associated with use of different techniques and the time frames for implementing the study.
