Reactive management a key to survival in the 1990s

Capital constraints, regulatory pressure and increased economy transfers between companies have prompted increased loading of the interconnected transmission and distribution systems. The goal of a Reactive Management Program is to improve the utilization of the interconnected transmission and distribution systems, and provide reliable and low cost service to customers. This paper describes a method to develop a Reactive Management Program. Also included is a description of a system using this philosophy that performed efficiently during an extreme operating condition in June of 1989.>
