This article discusses the importance of an ethical approach in realizing clean governance, emphasizing the role of public officials' ethics as a key factor in creating a healthy and ethical administration. In this context, community involvement in oversight and active participation in decision-making is highly recommended to improve government transparency and accountability. Ethics education for prospective officials also needs to be integrated into the education curriculum with the aim of shaping characters of integrity and increasing moral awareness. The research method used in this article is a literature review, which involves collecting and analyzing information from various literature sources to develop a comprehensive view of ethics in public administration.
