Purpose The increasing pace of digital transformation has fundamentally reshaped public sector operations, raising critical questions about how local governments can adapt to new technologies while maintaining effective service delivery, accountability, and citizen trust. This study examines the impact of digitalization on public administration, with a specific focus on local governments. It explores the opportunities digitalization provides for enhancing public services, increasing efficiency, and improving citizen engagement while also addressing the challenges, obligations, and risks it entails. Design/methodology/approach A qualitative research design was employed, incorporating an extensive literature review and document-based analysis. This approach allowed for the exploration of thematic elements in digital transformation practices within local governments. Case examples were used to contextualize findings and provide practical insights. The literature review was conducted to synthesize existing theoretical and empirical insights on digitalization, public administration reform, and citizen engagement. Academic articles, policy papers, and institutional reports published between 2011 and 2024 were included to ensure contemporary relevance. Findings The findings emphasize the critical role of adaptive policies, strong digital infrastructure, and digital literacy in ensuring the equitable and effective delivery of digital public services. Additionally, the study highlights the necessity of strategic planning to navigate the complexities of digital transformation in governance. Originality/value This study contributes to the existing literature by offering a comprehensive assessment of both the opportunities and challenges of digitalization in local governance. It provides insights into how digital transformation reshapes the relationship between citizens and public administration, underlining the importance of strategic adaptation to emerging digital trends.
