The article examines the strategic priorities of forming innovation clusters in war conditions as a key tool for restoring and modernizing the Ukrainian economy. The role of the cluster approach in activating local entrepreneurship, mobilizing human capital, attracting international support, and implementing digital technologies is examined. Systemic challenges are analyzed, including institutional fragmentation, lack of regulatory support, limited funding, and the need for transparency. The author emphasizes the need for an integrated state strategy for cluster development, built on the principles of decentralization, digital transformation, and social cohesion. A conceptual vision of the cluster as an innovation ecosystem with a long-term effect for sustainable growth, internal stability, and international competitiveness of Ukraine is proposed.
