This article substantiates the conceptual foundations for satisfying needs and realizing interests that necessitate the use of organizational and economic instruments capable of ensuring synergy between the adoption of innovative-transformational managerial decisions and digital modernization of the institutional environment to enhance the stability of functioning and the pace of economic development, especially at the regional level. Organizational and economic instruments are identified and the expected outcomes of ensuring the synergy of managerial decisions and digital transformation in the context of regional economic development are outlined. The basic characteristics of the implemented differentiation include selected spheres of influence, encompassing strategic planning of economic activities, monitoring the effectiveness of executive institutions, supporting innovative developments, developing human capital, and enhancing market infrastructure. Considerable attention is given to the instruments for creating digital platforms, large-scale implementation of smart technologies, active development of high-tech activities, execution of information and communication measures, strengthening financial and investment support for innovative projects, improving the quality of stimulating innovation-driven transformational changes, and providing incentives and preferences for carrying out innovative-technological economic activities. The results of implementing such instruments can be considered to be the adaptation of regional strategies to digital challenges, the alignment of national and regional priorities, the strengthening of the role of regions in shaping national economic policy, the creation of regional innovation ecosystems, the development of an intellectual and human resources base for digital modernization, the reduction of the digital divide between regions, and the ensuring of broader access for citizens and businesses to modern services.
