Under the overarching context of advancing law-based governance, the rule of law ensures the realization of modernized rural governance and serves as a critical support for the goals of the Rural Revitalization Strategy.The state maintains a high level of attention to the rule of law in rural areas. The "Rural Revitalization Strategy Plan (2018-2022)" clearly promotes the construction of a law-based countryside, treating the rule of law as the fundamental approach to governing rural areas and providing legal guarantees for rural revitalization. The "Opinion on Strengthening the Construction of a Law-Based Countryside" also sets out specific requirements, including the improvement of legislation in agricultural fields, standardization of agricultural administrative law enforcement, strengthening of judicial protection in rural areas, enhancement of legal education and publicity in rural areas, improvement of public legal services in rural areas, establishment of mechanisms for resolving disputes and building a safe environment in rural areas, and promotion of law-based governance in rural areas.
