Against the backdrop of regional cultural differences and the symbiotic interaction of digital media, Chinese mini-dramas exported to Japan exhibit distinct characteristics of cultural negotiation. This paper focuses on the cross-cultural expression of "family values" as the analytical focal point, constructs a research framework based on the theory of cultural proximity, systematically combes the characteristics of Chinese mini-dramas exported to Japan, investigates the logical mechanisms of cultural translation and local adaptation of mini-dramas in the Japanese context, and proposes targeted "similar culture strategies" and "different culture strategies". The study finds that the outbound of mini-dramas is not a one-way cultural output but a cross-cultural communication process of continuous adaptation and meaning co-construction. It further discusses how mini-dramas achieve the dual goals of meaning negotiation and emotional resonance in their overseas practice, providing a comprehensive analysis of theories and cases for the outbound of China's cultural industry.
