The paper examines current problems and further trends in the development of investment policy in Russia, especially at the regional level. The article identifies three stages in the development of investment policy at the current level, provides an enumeration and a detailed description of the three key problems of the current stage. The problem of the lack of strategic investment planning aimed at the development of high-tech industries, largely lost after the collapse of the USSR and displaced from the market by foreign analogues, is particularly emphasized. The problem of staff shortage is also being considered. The main investment trends at the regional level are described. To achieve the country's development goals, it is proposed to significantly expand the functionality of regional development corporations and integrate them into a centralized national planning system.
