The paper examines the problems of developing and implementing a program-oriented method in the system of financing the development of various aspects in the country. the effectiveness of this tool in the implementation of state economic and social policy is analyzed using the example of programs for the development of physical culture and sports in the regions of the central federal district, and also provides examples of targets and ways to achieve them.
