The relevance of the topic under consideration is conditioned by the fact that the issues related to the coordination of stakeholders’ efforts in the process of implementation of the renovation programme to ensure the efficiency of reproduction and expansion of the housing stock in the region require comprehensive consideration. In particular, the article considers three schemes of interaction with developers: the current one, the scheme of purchasing ‘finished product’, and the proposed updated scheme. Proposals to change the procedure for calculating the cost of construction and acceptance of works are given. The study considers a number of issues that need to be resolved in the implementation of housing projects under the programme of housing stock renovation in the city of Moscow, and also indicates ways of possible solutions to these issues. The analysis of scientific research and regulatory and legal framework concerning the issues related to the sale of flats under CDA (shared construction participation agreements), attraction of investors to the implementation of part of the renovation areas through the mechanism of CRT residential development. It is concluded that the Moscow City Government still faces a number of issues that need to be resolved during the implementation of housing projects within the framework of the housing renovation programme in Moscow.
