The article is devoted to the analysis of the transformations of the agrarian policy of Ukraine in the context of legislative changes that took place in 2024–2025. The relevance of the topic is due to the need to restore the national economy after large-scale armed aggression, ensure food security, increase the competitiveness of the agrarian sector and fulfil international obligations in the process of European integration. The paper examines the historical prerequisites and stages of reforming the agrarian sector, starting from the 1990s, in particular land reform, privatisation, cancellation of state orders, as well as the transition to market regulation mechanisms. Special attention is paid to the historical genesis of the reforms that laid the institutional and legal foundations of the modern agrarian policy of Ukraine. The article analyzes in detail modern legislative initiatives that have become key in the formation of a new model of state regulation of the agricultural sector, in particular the introduction of agricultural notes as an innovative tool for attracting financing secured by the future harvest, which expands farmers’ access to credit resources; the introduction of mechanisms for state support for small farms through the provision of grants for the development of cooperatives and environmentally sustainable production; the abolition of licensing for the export of certain types of agricultural products. The policy of environmentally responsible land use, promotion of innovation and development of rural areas is considered. The role of strategic documents focused on achieving the Sustainable Development Goals by 2030 is emphasized. The article characterises the challenges of effective implementation of new policies, in particular institutional capacity, administrative capacity and market readiness to adapt to changes. Special attention is paid to the reform of the opening of the land market, which involves the gradual lifting of the moratorium on the purchase and sale of agricultural land, the creation of transparent rules for land circulation, and increasing the investment attractiveness of the agricultural sector. The generalisation of the results allows us to conclude that there is a need for a comprehensive approach to the formation of agrarian policy as one of the key factors of sustainable economic growth and European integration of Ukraine.
