The purpose of this study is to explore and develop a model for the operation of acommunity-based lifelong education support center for individuals with developmental disabilities through a specialized pilot project for lifelong education for individuals with developmental disabilities in Gyeonggi. In this goal, the research design included an analysis of the regional characteristics and current status of three pilot project institutions, a quantitative resource survey targeting 33 lifelong education-related institutions, and in-depth group interviews (FGI) with 14 stakeholders from the three regions. The analysis results showed that, based on the pilot project in Gyeonggi, the direction of operation and programs of each institution were structured according to the characteristics of each region. The results of the resource survey presented the regional issues and improvement measures, as well as the roles and tasks of each stakeholder. The FGI results revealed issues, achievements, development strategies, as well as program and policy recommendations for model development, specific to each of the three pilot project regions. Based on the research findings, it was proposed to develop models tailored to each of the three regions: Region A would serve as a support hub by zone, Region B would foster key institutions in response to increasing lifelong learning demands, and Region C would focus on developing programs centered on case management. The theoretical implications (diversity of concepts and content), practical implications (establishment of roles and functions), and policy implications (policy recommendations for HRD, organization, and connections) were discussed.
