Ensuring the safety and protection of the population in Ukraine, objects of the national economy, and national wealth of the country from the negative consequences of a full-scale war should be considered as an integral part of the state policy of national security. The stability of the functioning of a protective structure is understood as its ability to reliably protect personnel and the population in emergency situations and perform all its functions. It should be noted that currently there are no national technical regulations (substantiated technical recommendations) for the selection of information and measuring equipment for conducting tests to assess the impact of explosion factors on personnel and the population in a protective structure. At the same time, there is an acute problem and a significant need to assess the impact of explosion factors on the preservation of the lives of personnel and the population in protective structures of various functional purposes. The research is aimed at substantiating the selection criteria and the required number of components of the information and measuring system for collecting and processing information on the impact of explosion factors on personnel and the population in a protective structure. To determine the degree of protection, IBS with a set of appropriate sensors and software for processing and analyzing the obtained characteristics are used. The main striking factor of the explosion, if we do not take into account small striking elements (fragments), is the air shock wave, which spreads from the center of the explosion in all directions. The criterion for the resistance of protective structures to the influence of the air shock wave is the maximum value of the excess pressure at which the protective structures and equipment are preserved or receive slight destruction (damage). To obtain a substantiated assessment, it is necessary to measure the pressure of the blast wave from the outside and inside the protective structure. This task is solved using sensors (primary converters), signal amplifiers and measuring and recording equipment. The team of authors proposed a rational structural scheme of IBS for use in tests to verify the characteristics of protective structures and assess the factors of the explosion's impact on personnel and the population inside such a structure.
