The article proposes a methodology for evaluating the compatibility of the control system of the Air Force of the Armed Forces of Ukraine with the control systems of the armed forces of NATO countries, and improved the methodological apparatus for evaluating the effectiveness of the control systems of the Air Force when performing compatible tasks based on the experience of the russian-ukrainian war. For the synthesis of management organization options, it is advisable to use scenario analysis. To evaluate the effectiveness of the control system, it is proposed to use methods of solving multi-criteria problems and analogies. Comparative assessment of the degree of compatibility of management systems was carried out using interval and expert weighted assessment methods. In order to compare variants of control system models, it is proposed to use expert evaluations based on the methods of the representative theory of measurements. The developed methodical approaches to the evaluation of management systems and the comparison of their options made it possible to proceed to the generation of recommendations on the formation of a prospective management system of the Air Force of the Armed Forces of Ukraine. The obtained results make it possible to directly use the methods during the organization and management of the Air Forces of the Armed Forces of Ukraine, to substantiate recommendations for improving the effectiveness of the organization of management during the preparation and execution of tasks in operations (combat operations).
