The situation around the growing number of administrative offenses being detected is analyzed, it is proposed to pay attention to this problem from the side of a new and poorly developed scientific direction — administrative penology. Briefly considering the triad of the main directions of scientific research of administrative penology (administrative-tort sanctions, the mechanism of administrative punishment and its execution), the long-existing and recently formed problems of the effectiveness of administrative penalties are established. The author’s view on the decision to increase the preventive role of administrative punishment is offered.
