Purpose: The purpose of this study is to explore the operation direction of the intermediate support organization for local educational governance based on the multidimensional policy analysis model. Method: To achieve this purpose, we comprehensively analyzed the operation cases in Korea and Japan to explore the operation direction of the educational intermediate support organization to optimize the function and role of the intermediate support organization for for local educational governance. Results: The operation direction for strengthening the role and function of the educational intermediate support organization was largely divided into the normative, structural, constitutive, and technical dimensions. Conclusion: Based on these findings, the direction of policy on operation educational intermediate support organizations for local educational governance was suggested to strengthen the role and function of the educational intermediate support organizations.
