1 Purpose This document defines the minimum technical requirements for a system to correctly implement the HATI-EBM (Human-Aligned Technical Infrastructure — Energy-Based Model) architecture as a Local Sovereign Node. It specifies mandatory hardware properties, software constraints, verification procedures, and known failure modes. The purpose is threefold: to enable competent builders to construct compliant systems, to prevent unsafe or misleading implementations, and to preserve the architectural integrity of continuous, physics-based safety enforcement. 1.2 Intended Audience This specification is intended for computer builders, systems integrators, research laboratories, and independent practitioners constructing local AI inference systems with embedded safety governance.
