This study examined the transition of framework, contents and financial resources of resident-led management in Myojoji Housing Complex. Despite limited manpower, under the new residents’ association scheme, the residents’ association committee is engaged in operation and community management while groups are responsible for maintenance management of the area around the residential building. Specialized organizations have been established to conduct community activities with the support of external organizations. It finds out that the key to sustaining resident-led management in aging public housing complexes is talent and coordinators that can utilize external resources, as well as flexible financial support measures.
