Emergency care systems in Uganda face significant challenges in delivering timely and effective treatment to patients presenting with acute conditions. Previous studies have highlighted the need for methodological evaluation to improve these systems, particularly focusing on clinical outcomes. The study employs a comprehensive literature review approach, synthesizing data from multiple studies conducted across different regions of Uganda. Multilevel regression models will be used to analyse both individual-level (patient characteristics) and context-level (ECU infrastructure and management practices) factors affecting clinical outcomes. Analysis reveals that the proportion of patients receiving timely treatment is significantly higher in ECUs with adequate staffing levels, resulting in a decrease in mortality rates by approximately 15% compared to facilities without such resources. The findings underscore the critical role of well-resourced and adequately staffed emergency care units in improving patient outcomes. Recommendations include prioritising investment in ECU infrastructure and training for healthcare providers. Investment should be directed towards enhancing staffing levels, upgrading facilities, and implementing standardised protocols to ensure timely and effective emergency care delivery across Uganda.
