This study develops a Busan-based "Marine Learning Community" model to address population decline in fishing villages. While the 2022 Revised National Curriculum emphasizes school–community collaboration, programs reflecting unique maritime characteristics remain insufficient. This research conceptualizes a model integrating fishing communities into village-based education, employing an exploratory approach that includes literature reviews and focus group interviews (FGI) in Yeongdo-gu, Busan. The findings indicate that existing programs often rely on urban-centered frameworks, failing to incorporate authentic maritime culture. In contrast, the Yeongdo case illustrates that place-based marine learning enhances regional identity, strengthens community engagement, and broadens students’ awareness of maritime career pathways. This study suggests that marine learning communities provide a sustainable educational strategy to mitigate regional extinction. It concludes by underscoring the necessity for institutional and policy support to formalize these models, ensuring they effectively leverage local marine resources to foster long-term community resilience and regional sustainability.
