A concept for a low-orbit dynamic transport system is proposed—a realistic alternative to the stationary space elevator and a system for fuel-free interplanetary launches. It does not require ultra-high-strength materials, which have yet to be created. Unlike traditional approaches, this system utilizes only existing materials and industrially proven technologies. It is capable of providing mass and regular transport of cargo and crews from the surface of any planet, regardless of its rotation period, moons, weather conditions, or the impact of space debris. Under Earth’s conditions, the system offers a high level of emergency safety.
