We disentangle two independent normalization choices for the galactic kinetic threshold: Paper VII's a₀-based analytical calibration vs Paper VIII's SPARC best-fit. These differ by a factor ~500 for the same beta, reflecting a genuine physical question about whether the RAR scale emerges as a population-level regularity. We update the Cassini forecast for both calibrations and for B'', and define an operational test protocol (aₑffᵏnee) deferred to Paper XI.
